Expressing its serious concern over the approach of the authorities on the disability audit of jails, the Jammu and Kashmir High Court has told the Director-General (Prisons) to ensure that the disability audit of all prisons is undertaken.

The directions were issued today by a division Bench of the High Court which also sought the presence of Under Secretary of the Home Department on the next hearing while granting time to the authorities concerned to finalise the Jail Manual and place it on record before the court.

The Bench, comprising Chief Justice Gita Mittal and Justice DS Thakur, while hearing the petition on providing facilities to the jail inmates across J&K, observed that the matter had been repeatedly adjourned at the request of the government counsel who maintained that the new Jail Manual was at the stage of finalisation and only formal approval had to be recorded.
