Dozens of foreign passport holders were seen arriving at the Rafah border crossing from Gaza to Egypt on Wednesday.
It was apparently the first time foreign passport holders were allowed to leave the restricted area since the war between Israel and Hamas began more than three weeks ago.
Early Wednesday morning, service providers Paltel and Jawwal reported a "total outage" of communications and internet services in Gaza, the second major outage in five days. Aid agencies have warned that such blackouts will seriously disrupt their work in Gaza's already difficult situation.
The Palestinian death toll in the Israel-Hamas war has risen to 8,525, according to the Hamas-run Gaza Health Ministry. More than 122 Palestinians have been killed in violence and Israeli attacks in the occupied West Bank.

More than 1,400 people, most of them civilians, were killed in Israel in the first riot by Hamas on October 7, which started the fighting. In addition, the group took approximately 240 hostages from Israel to Gaza. One of the prisoners, a female Israeli soldier, was rescued during a special forces operation.
