India's historic Neighbourhood First policy is bolstered by PM Modi's historic Maldives trip.

July 22, 2025: Prime Minister Narendra Modi will embark on a first State visit to Maldives for the first time since President Mohamed Muizzu assumed charge in November 2023. He has been invited to be the "Guest of Honour" at the July 26 celebration of the Maldives' 60th anniversary of independence. Notably, PM Modi's visit occurs at a historic time, as New Delhi and Male are celebrating their 60th anniversary of diplomatic ties. The development partnership that India actively engages in as part of its "Neighbourhood first" policy will be strengthened as a result of the visit, which will result in the signing of several memorandums of understanding.
This will be the Prime Minister's third trip to the Maldives, and it will be the first time a head of state or government has been there during Mohamed Muizzu's presidency. High-level interactions between India and the Maldives have been ongoing and consistent, with New Delhi actively supporting Maldives' development. A High-Level Core Group (HLCG) meeting between India and the Maldives was held in May to check on how the India-Maldives Vision Document on Comprehensive Economic and Maritime Security Partnership is being implemented.
The Maldives' delegation participated in the meeting under the direction of Foreign Minister Abdulla Khaleel. The discussions centered on intensifying political exchanges, defense and security cooperation, development partnerships, trade, the economy, health, and links between people. Additionally in May, India provided the Maldives with financial assistance by rolling over a USD 50 million Treasury Bill.
This is a component of a one-of-a-kind government-to-government arrangement that provides the maritime neighbor with immediate financial assistance. India has pledged its support for the Maldives by ensuring the supply of essential medicines through HLL Lifecare Limited, a Government of India company, as part of its extensive efforts in development partnership. The Maldives has access to one of the most effective pharmaceutical supply chains in the world by connecting with HLL's extensive Janaushadhi network, which provides over 2,000 quality-assured generics and 300 surgical supplies. Former Maldives President Mohamed Nasheed had emphasised the crucial role India plays in the island nation's prosperity and security, stating that good relations with India are vital for Maldives' safety, security, and prosperity.
"I don't think Maldives can prosper without very good relations with India," he had stated previously. Our good relations with India are crucial to our prosperity, safety, and security." The Maldives and India have a strong defense partnership. The Maldives' Defense Minister Rajnath Singh and his Maldivian counterpart Mohamed Ghassan Maumoon had bilateral discussions in January.
In response to the island nation's request, India provided the Maldives with defense supplies and equipment during the meeting. Singh had emphasised the importance of maintaining this momentum, saying, "India will continue to support the Maldives and the Maldives National Defence Force in their capacity-building efforts through projects, equipment and training.
I can assure you that India will continue to assist the Maldives with its development requirements and the welfare of its people as a trusted partner and close friend." India introduced the RuPay cards in the Maldives in October of last year, during President Muizzu's visit to India, to facilitate digital and financial cooperation between the two nations. The goal was to make it easier for Indian tourists and Maldivians visiting India to make payments.
The two countries had released 'India and Maldives: A Vision for Comprehensive Economic and Maritime Security Partnership' after talks between PM Modi and Maldives President. The document mentioned cooperation in a variety of areas, such as trade and defense. Taking into account the progress of ongoing developmental partnership projects, which have already brought tangible benefits to the people of Maldives, the two sides decided to work together in advancing the developmental partnership, as per needs and requirements of Maldives, across areas, including ports, airports, housing, hospitals, roads networks, sports facilities, schools and water and sewerage.
According to a MEA statement, the upcoming visit of the Prime Minister demonstrates the significance that India places on Maldives, its maritime neighbor, which continues to hold a special place in India's "Neighbourhood First" policy and Vision MAHASAGAR.
