It is now time for PDP to take lead and apply corrections

Even the provisions laid down in the J&K Constitution and the advisories emerging from the directive principles have not been used for the betterment of the permanent residents of J&K. There is enough of good laid down in Section-8&9 ( as regards the qualifications and preferences for the Permanent Residents of J&K, Section-10 (Rights of the permanent Residents of J&K), Section- 13 (socialist order), Section-16 ( organisation of village panchayats and units of self government), Section-20 (Rights of free and compulsory education for every permanent resident), Section-21 ( Rights of all children ) , Section- 22 (Rights of all women ) , Section-23 (Protection of educational, material and cultural interests of socially and economically backward sections ), Section-25 ( Duty of the State to foster equality and secularism) but the local leadership has more spent its vital energies for keeping J&K in controversies like projecting J&K (to be specific Kashmir valley) as a unit ‘distantly ‘ placed from India.
From 1948 till 1965 in a way it was National Conference in power with full support of Congress in Center, no doubt during this period with no political rival National Conference still could not provide political stability to J&K although the governments and legislature of those days had very fair opportunities for delivering good governance worth giving superior socio-economic environment to Indian citizens falling the category of “permanent residents of J&K’ as compared to Indian citizens living in other Indian states. No doubt from 1965 to 1980 it was Congress in power. There after till 1996 the state had remained in a state of very unstable governance though NC did have some opportunity to rule with interruptions. From 1996 to 2002 National Conference ruled with near 2/3rd majority in legislative assembly. But National Conference still could not hold firm to prove ‘sole representative’ character during 2002 elections that its leadership has always been claiming.
National Conference was thrown out of race by J&K Peoples Democratic Party in 2002 even in Kashmir Valley just within three years of its having taken “birth” and that too under the leadership of a person who had all along remained a congress man but had not been able to revive Congress in Valley after 1977 worth competing with National Conference. National Conference lost reasonable support in Jammu region also. The NC leadership should have investigated in to that bit did not so and instead still kept on anti-unitary ideologies and Kashmir valley centric politics. J&K People’s Democratic Party had routed NC with the help of the concepts like Self Rule Frame work that professed distancing J&K a little further to India than what was professed by the Greater Autonomy of National Conference in relation to Government at Center. PDP had routed NC in 2002 riding on the self rule vehicle that trumpeted that self-rule is for ‘autonomy for J&K from India Nation State’ where as NC’s autonomy is just executive autonomy for State government from the Central Government. But as was evident PDP could not take her “self-rule” vehicle further while simultaneously sharing power with Congress from 2002 to 2008 since sharing power within provisions of Indian constitution and working for taking J&K away from India nation State could not go side by side and hence National Conference could derail the self-rule vehicle -in 2008 elections to facilitate National Conference rising to power seat in the company of Congress.. But it was once again failure of NC, this time of the youth leadership of NC that could not sense the ground realities and tried same old region- religion based valley centric game plans, once again pushed NC to the wall in 2014 elections, NC lost miserably in Jammu Region as well as in Ladakh regions and the separatist information bank in Kashmir further swelled . J&K landed in more of ideological turmoil instead of return of any peace. PDP too had revitalized itself rule vehicle ideology while out of power and had released it’s document self rule frame work on 25th Oct 2008.
It is now nearly three years since PDP-BJP alliance is holding the power reigns in J&K but the political cadres are still seen nowhere on ground working for clearing off the ideological pollution in what the people of J&K have been made to live. The security forces have made many extreme sacrifices even after 2015 , no doubt they have been able to rein the militants attacks and separatist protests but ultimately it is the civil leadership that has to be on ground to remove the myths, controversies and separatist seeds. But even now there are no signs of that. The “Kashmiri” aspirations and “some commitments made to Kashmiris in 1947” are still the slogans that both NC and PDP are raising. But at least now while in opposition National Conference & Congress could have forced the BJP-NC government to work for doing some good to the people of J&K instead of playing same old political games targeting only the power seats. But it has not been done. Not only that both NC and PDP who have had bad taste of their conventional divisive game plans in 2002 &2014 and 2008 elections respectively are still not learning corrective lessons.
One would ask when National Conference that in 1996 with nearly 2/3rd majority in the legislature could succeed in deferring the next ( 2011) delimitation of single member assembly segments to almost 2031 AD through The Constitution Of Jammu And Kashmir (Tweniy-Ninth Amendment) Act, 2002 (23rd April_ 2002) ,what had stopped National Conference for also taking a review of what has been laid down in Section-8&9 ( as regards the qualifications and preferences for the Permanent Residents of J&K , Section-10 (Rights of the permanent Residents of J&K), Section- 13 ( Socialist order), Section-16 ( organisation of village panchayats and units of self government), Section-20 (Rights of free and compulsory education for every permanent resident), Section-21 ( Rights of all children ) , Section- 22 (Right of all women ) , Section-23 (Protection of educational, material and cultural interests of socially and economically backward sections ), aur Section-25 ( Duty of the State to foster equality and secularism) and like mentioned in Jammu & Kashmir Constitution ? Had NC attended to such issues it would not have been so badly defeated.
Anyhow it is now time for PDP to take leads in the Company of BJP and apply the corrections that should have been applied long back. Of course PDP should also review the contents of her Self Rule Frame work since if not done so the party will not be able to bring peace and stability in J&K by working as a main stream party. Throwing challenges on the issues before the courts would be just like axing your rafts.
