Peeved over large scale malpractices and bunglings in transfers, postings, attachments, adjustments and promotions in Education Department, the activists of NPP led by Mr. Rampaul Bhagat, District President (Udhampur SC Cell) & Mr. Tananter Singh, Vice President-Young Panthers held a thunderous protest demonstration at Salathia Chowk in Udhampur today. The angry protesters burnt the effigy of Director SEJ and sought revocation of all the transfers made in violation of norms besides cancellation of all attachments of teaching staff made in various offices across Jammu region.
Rampaul Bhagat complained that hundreds of promotions of teachers/masters as in-charge lecturers in 10 +2 were made by administrative department subject to verification of Post Graduate degrees acquired by the in service candidates.�Verification committees were constituted at DSEJ/DSEK to verify the documents of promotees on prescribed format. Shockingly, while DSEJ issued adjustment orders in favour of all promotees even those also who are holding invalid degrees, DSEK on the contrary has not issued the adjustment order in favour of those candidates holding distance mode degrees in science subjects. The matter is in the notice of administrative deptt.�, he divulged. He further stated that recently Principal Secretary School education had explicitly clarified in the order that post graduate in science subjects was mandatory only through regular mode and not through distance mode of education but more than 250 invalid degree holders in science subjects have been adjusted in Jammu division by the DSEJ till date. This approach of DSEJ reflects glaring example of nepotism as she had to adjust her brother in law (jeth) as Lecturer in physics namely Rajesh Gupta figuring at S.No.52 of promotion order who is holding invalid post graduate degree in physics from Vinayaka Mission university .At present he is working at DIET Samba as lecturer physics. This step of DSEJ is in violation of Hon�ble Supreme court judgment which states that " courses run by the university from it's off campus through distance mode which are beyond the territorial jurisdiction of the states are treated as invalid�, Rampaul exposed.
Highlighting the prevalent acts of corrupt mal practices rampant in the Education department, Mr. Tananter Singh divulged that thousands of attachments of teaching staff had been made in the past to confer undue benefits upon favourities and other blue eyed teachers at the cost of academic activity in various government schools. �The transfers and postings were being made on pick and choose basis without any regard for the prescribed norms and guidelines. The transfers and attachments made recently amply revealed the whimsical approach of authorities concerned with hardly any regard for stipulated criteria. Similarly the transfers of masters and teachers had been made in the past few months in the most arbitrary and partisan manner by throwing the transfer policy to winds. Even in promotions of teaching as well as non teaching staff there were several irregularities with eligible candidates having been superseded by their juniors. The promotions to the posts of Junior Assistants were also made on pick and choose by denying to honour to DPC recommendations of District Udhampur�, he said.
The NPP leaders demanded immediate revocation of all the appointments done on the basis of invalid degrees besides cancellation of all illegal transfers, attachments and promotions of the teachers done by the DSEJ in circumvention of prescribed guide lines and rules.
Prominent among those who spoke on the occasion included Naib Sarpanch, Ranjit Verma, Kishore Sharma, Panch Hemraj, Naib Sarpanch Hukam Singh, Panch Lal Chand, Mohinder Singh besides others.
