BSP submits memorandum of demands to delimitation commission

Bahujan Samaj Party J&K unit has welcomed the constitution of the delimitation commission under the chairmanship of a retired Supreme. Court Judge Justice Ranjan Parkash Desai and expressed hope that the commission shall consider all viewpoints and suggestions from all political as well as social groups in the UT.
In a memorandum submitted to the commission through Jammu divisional commissioner, the BSP says, �In the process of bifurcation of any area, population addition & prevalent conditions of sections of the society be considered. Though the intention of the govt. seems not so good and intends to get the benefit of whole process in their favour. But we hope the chairman shall confer justice on merit of each suggestion /view point without any pressure from any political party, so that the aspiration of the people, political parties, Social groups be full field and the basic purpose of the delimitation is achieved for benefit development of all areas. Accordingly BSP J&k submits few important points for consideration of the commission. The strength of the constituencies shall be increased on the basis of addition of the population due to grant of UT citizenship to western refugees numbering more than 10 lacs approx. Consisted of 70% Scheduled caste 20% OBC & 10% Gen Caste (Approx).
Addition of other population from panjab & other states residing in J&K also added in the existing population as a result the population ratio added more than 70% increase in SC population, 20% OBCs as such 3 more constituencies be reserved for SCs & Three for OBCs. Further one parliament seat in the Lok Sabha & One seat in the Rajya Sabha be reserved for SCs, so that they may represent their problems in the parliament. 1. It is learnt from very reliable sources that BJP has planned to rota e the reservation of constituencies as per their will. Some of the constituencies have already availed the benefit of reservation for more than 40yrs & the people have develops in their Socio-economic & educational fields as compared to other constitudncies which are more backward & undeveloped in all fields in the Distt Kathua like Basoli, Billawar, Where the SC population as much backward /undeveloped in education social equality , economic field. BJP intends to get kathua constituency to be reserved again, due to stiff opposition in the election where kathua constituency remained reserved for more than 40yrs, it is not clear as why the kathua constituency could not be developed in 40yrs and what is the necessity of reserving kathua constituency again and again instead of more backward areas in Billawar & Basoli . The reservation in Hira Nager Constituency is going to be rotated to other undeveloped constituency, it is in the best interest of the undeveloped SC population in Billawar or Basoli be given opportunity of reservation for their development instead of appeasing BJP Party only.�
