Aug 19, 2025: Today, the Union Territory Administration of Ladakh appointed three IAS officers to oversee additional departments and ordered the immediate transfers and postings of 15 officers, 13 of whom were members of the Jammu and Kashmir Administrative Service (JKAS). Sanjit Rodrigues, an AGMUT cadre IAS officer from the 2013 batch, has been given the additional responsibility of Information and Public Relations in addition to Tourism & Culture and Housing & Urban Development, according to an order. In a similar vein, Rudra Goud PT will now also be in charge of the departments of Power Development and New & Renewable Energy in addition to Industries & Commerce and Animal/Sheep Husbandry & Fisheries.

In addition, Bhanu Prabha has been given the additional responsibility of Youth Services & Sports in addition to Higher Education, Technical Education & Skill Development, and School Education. Meanwhile, in another order, the Union Territory administration of Ladakh has also ordered a reshuffle, in which several officers including 13 JKAS were transferred and posted in various departments.
As per the order, Dr Zahida Banoo, Special Secretary, Health and Medical Education Department, has been transferred and posted as Secretary, Ladakh Subordinate Services Selection Board (LSSSSB), relieving Rigzin Spalgon of the additional charge of the post.

She will also be in charge of the Regional Transport Officer for Ladakh, freeing Mohammad Ashraf Bhatt from that responsibility. Director of Tourism Kunzes Angmo has been promoted to the position of Director of Social and Tribal Welfare, Ladakh, succeeding Tashi Dolma. Vice Tsering Paldan, Tashi Dolma, Director, Social and Tribal Welfare, Ladakh, has been promoted to Director, School Education, Ladakh. Director of School Education for Ladakh, Tsering Paldan, has been promoted to Director of Tourism for Ladakh, succeeding Kunzes Angmo. He will also be in charge of the additional duties of Additional Registrar Cooperatives, Ladakh, taking over for Sajjad Qadri, Director, Rural Development and Panchayati Raj Ladakh. In lieu of Ravi Shanker, Mohammad Usman Khan has been appointed Additional Secretary in the Departments of Agriculture & Horticulture, Transport, and Cooperatives while he awaits adjustment orders. Shakar Chiktan Sub-Divisional Magistrate Ravi Shanker has been promoted from his position as Deputy Secretary at the UT Secretariat. In addition to his own responsibilities, he will be in charge of Tehsildar Shaker Chiktan until further orders are issued. Sumera Shafi, Under Secretary at UT Secretariat, has been posted as Under Secretary in the Departments of School Education, Higher Education and Youth Services and Sports.

She will continue to hold the additional position of Under Secretary in the Departments of Housing & Urban Development and Labor & Employment until Atul Singh Mankotia returns from earned leave. Atul Singh Mankotia, Under Secretary at UT Secretariat has been posted as Under Secretary in the Departments of Labour & Employment, Housing and Urban Development, Tourism & Culture and Information & Public Relations.

However, upon returning from earned leave, he will be responsible for his departments. Dr. Stanzin Thackchos, OSD, will be in charge of the Departments of Tourism & Culture and Information & Public Relations until Atul Singh Mankotia takes over. Dr. As of, Stanzin Thackchos, OSD, will no longer be in charge. 01.09.2025 at UT Secretariat or till Atul Mankotia, assumes charge whichever is earlier.

He will report to the Administrative Secretary of the Department of Animal and Sheep Husbandry and Fisheries for a subsequent posting. After taking maternity leave, Nilza Angmo has been assigned the position of Under Secretary in the Departments of Food, Civil Supplies, and Consumer Affairs (FCS&CA) and Disaster Management, Relief, Reconstruction (DMRR&R). She is currently awaiting orders of adjustment. Sanjat Bhardwaj, Tehsildar, Shaker Chiktan, who previously held the position of Sub Divisional Magistrate, Shakar Chiktan, was transferred to the UT Secretariat and now serves as Under Secretary in the Departments of Social and Tribal Welfare and Information Technology. Mohit Sharma, the Under Secretary at the UT Secretariat, has been promoted to the position of Under Secretary in the Departments of Science & Technology, Rural Development & Panchayati Raj, and Ecology and Environment. Imtisaal Rasool, OSD in the Department of Industries & Commerce, has been transferred and posted in the UT Secretariat as Under Secretary in the Departments of Industries and Commerce, Animal / Sheep Husbandry and Fisheries and Power Development & New Renewable Energy.

In addition to his regular responsibilities, Jigmet Angchuk, the Under Secretary of the Ladakh Subordinate Services Selection Board (LSSSSB), will be given the additional responsibility of Under Secretary in the Department of Health and Medical Education. Abied Hussain, Assistant Director, TE & SD, Ladakh shall function as OSD at UT Secretariat in the Department of Technical Education & Skill Development, in addition to his own duties till further orders.

Lt. Dr. Asif Hussain, OSD The Governor's Secretariat has been freed up immediately. For further posting, he will report to the Department's Administrative Secretary for Animal/Sheep Husbandry & Fisheries.
