A total of 19,233 complaints and appeals were pending with the Central Intelligence Committee (CIC) as of April 1 this year, the government said Wednesday.

"Currently, the CIC has four intelligence commissioners in addition to the chief intelligence commissioner," Singh said. According to Section 15 of the FTI Act, filling vacancies for intelligence officers on state intelligence boards is up to state governments, he said.

Regarding secondary appeals, he said the CIC has taken several initiatives to improve the effectiveness of the RTI Act, including electronic courts and video conferencing for expedited hearing of secondary appeals/complaints.
