On the seventh day of the monsoon session of the parliament on Friday, the ruckus and war of words between the Treasury and Opposition over the prevailing situation in violence-scarred Manipur may stall proceedings in both Houses of Parliament.

Members of the INDIA bloc have been adamant on the demand that all listed businesses in both Houses be aside for a discussion on the Manipur situation.

They have also been insisting on a statement from Prime Minister Narendra Modi on the prevailing state of affairs in the Northeast state.

The Opposition members on Friday are also likely to push for the demand that the Lok Sabha Speaker set a date for voting on the no-confidence motion against the Centre.

Rajya Sabha Chairman Jagdeep Dhankhar has adjourned proceedings of the House for the day after a spat with TMC leader Derek O'Brien.

Dhankhar adjourned proceedings after he was interrupted by the TMC leader over the issue of non-admission of notices given by opposition members under rule 267 to discuss the Manipur situation.

As many as 47 MPs from parties ranging from Congress to Left, to TMC and DMK had given notices under the rule that calls for suspension of the listed business and taking up the issue being raised.

BJP MP Ravi Kishan has targeted Opposition parties as they plan to go to Manipur on Saturday. Kishan said, "They (Opposition) can go wherever they want, they should go to Pakistan, Sri Lanka, and China..."

Parliamentary Affairs Minister Pralhad Joshi took a swipe at the Opposition parties saying, " They (Opposition) do not take part in the discussions peacefully and do not cooperate to pass any bill in Parliament. We are ready to take constructive suggestions from them, but suddenly they brought the no-confidence motion. We will have discussions on the no-confidence motion as and when it is required".

Opposition parties on Friday alleged that the government is "subverting" the Parliamentary traditions by passing Bills even as the motion of no-confidence has been accepted in Lok Sabha.

Congress MP Manish Tewari cited former Union Parliamentary Affairs Minister Satyendra Narayan Sinha as saying that "whenever there is a no-confidence motion, no substantive motion should be brought just to forestall the whole thing".

"This is shameful for our country that the INDIA opposition alliance has to wear black (to the Parliament) to make sure that PM talks about Manipur," says AAP leader Sandeep Pathak.

The debate on the one-line motion — which says the House has lost its confidence in the Union Council of ministers — is likely to start next week, two Lok Sabha officials said. The motion poses no threat to Prime Minister Narendra Modi’s administration which commands a brute majority in the Lower House but the Opposition has signaled it wants to use the debate to try and corner the government on the continuing violence in Manipur.

“For the last over 84 days, the law-and-order system has broken down in Manipur, communities are divided, there is nothing in the name of the government there...all this compelled us to bring a no-confidence motion against the government,” senior Congress leader Manish Tewari said. At least 150 people have died in ethnic clashes in the northeastern state, and a 30-second video of a barbaric sexual assault of two women by a mob has sparked a nationwide outcry and jammed Parliament.

JD(U) has issued three lined whips to the party's Rajya Sabha MPs for the Monsoon session of Parliament to support the party's stand by voting against the Bill. The party has asked all its members to be present at the House from July 27 till August 11.

The no-confidence motion was filed by 9:20 a.m. at the Lok Sabha table office.

Deputy leader of the Congress in the Lok Sabha will be moving a no-confidence motion against the Narendra Modi Government on Wednesday, the party’s leader in the Lower House Adhir Ranjan Chowdhury told The Hindu on Wednesday.

Only 13 working days of the monsoon session are left and the Lok Sabha Speaker can take up to 10 days to schedule a no-confidence motion debate as per procedure.

BRS MP Nama Nageswara Rao also submitted a no-confidence motion against the government.

Home Minister Amit Shah yesterday said the government was ready to discuss Manipur.

Negotiations in parliament stalled for a fourth day on Tuesday as tensions between centrists and rebels over the Manipur crisis continued.
