Israel's defense minister has ordered a "total siege" of Gaza, saying authorities will cut electricity and prevent access to food and fuel.
Israel and Egypt have imposed varying degrees of blockades on Gaza since Hamas seized power from rival Palestinian forces in 2007.

Fighting raged in several places in Israel, where militants continued to be stopped after killing 700 Israelis and taking dozens of hostages in an attack that shattered Israel's image of invincibility.
Israel has already responded with its heaviest bombardment of the Gaza Strip, which has so far killed around 500 people, and may be considering an unprecedented ground attack on the territory it abandoned nearly two decades ago.

Israel's top military spokesman said troops had regained control of the captured communities, but isolated clashes continued, with some Palestinian gunmen remaining active. "We are conducting searches in all communities and clearing the area," said the army's chief spokesman, Rear Admiral Daniel Hagari.
The shocking images of the bodies of hundreds of Israeli civilians strewn on city streets, shot at an outdoor discotheque and looted from their homes were similar in the decades-long Israeli-Palestinian conflict.
Chief Army Spokesman Rear Admiral Daniel Hagari said that 3,00,000 reservists have already been activated in just two days.
"We've never booked so many reservists on this scale," Hagari said. "We're going to attack." Hamas says the attack is justified by Gaza's plight under a 16-year blockade, the Israeli-occupied West Bank, which has been the deadliest in years, and Israel's far-right government talking about annexing Palestinian lands. Hamas fighters continued to enter Israel from Gaza, the army said, adding that 70 to 100 gunmen had been killed in the Beer area since Saturday.
Fighter jets, helicopters and artillery hit more than 500 Hamas and Islamic Jihad targets in the Gaza Strip overnight. Targets included Hamas and Islamic Jihad command centers and the residence of senior Hamas official Ruhi Mashtaa.
"The price that the Gaza Strip has to pay is very heavy and it will change the reality for generations," said Defense Minister Yoav Gallant in Ofakim, one of the towns where peace has returned after a battle with Hamas fighters who broke through . kill the civilians and leave with the hostages.
