Prior to the implementation of the Kashmir Reorganization Act 2019 in Jammu and Kashmir on 5 August, the administration as precautionary detention of separatists in the former Jammu and Kashmir state besides a large number of trade union leaders and all heads of non-BJP parties doing mainstream politics Leaders and activists were also detained.

On the basis of the betterment of the situation, the administration started the order of the release of the leaders kept in Centaur Sub Jail at the end of August itself. During the month of November, when the detained leaders were brought from Centaur to the Sabel MLA Hostel, their number was reduced to about three dozen. Now only nine leaders are left in the Sabel MLA hostels. The names of Naeem Akhtar, Abdul Rahman Veeri, Pirzada Mansoor, Shah Faisal of Jammu and Kashmir People's Movement and Mubarak Gul of National Conference are notable among them.
