What the change of guards in J&K aimed at?

While the new Lieutenant Governor Manoj Sinha sworn-in and took charge of his office at the Srinagar Raj Bhawan on Friday, on the ground, lobbyism inside the administration and political vacuum appears to be setting down deep roots. His predecessor L-G G.C. Murmu was at loggerheads with Modi�s confident chief secretary of J&K which proved hindrance within the administration and hurdled smooth functioning.
One year has gone since BJP annulled Article 370, yet nothing obvious has changed either in J&K or in Ladakh. The two Union Territories were carved out of erstwhile J&K State by the Center on 5 August a year ago. The Center appears to have chosen to change the L-G of Jammu and Kashmir to push forward its agenda in J&K, particularly in Kashmir valley.
Previous Lieutenant Governor G.C. Murmu has been sent as CAG; while a senior BJP pioneer and previous minister believed to be very close to the Modi-Shah circle, Manoj Sinha, has taken over as the new L-G of Jammu and Kashmir. He needs to act quickly in Kashmir as the political vacuum is just expanding. With even rebuilding of statehood on the hold, BJP is in no rush to give oxygen to the local gatherings like National Conference and PDP, whose numerous pioneers and activists are as yet under confinement, including previous Chief Minister and PDP president Mehbooba Mufti.
In the previous one year, BJP pioneers, particularly Ram Madhav, have been urgently attempting to acquire another political administration Kashmir and need to see the political end of the NC and PDP, as the BJP feels that the Muftis and Abdullahs are a piece of the issue and not the arrangement.
As indicated by political onlookers in Kashmir, the development of J&K Apni Party and other such outfits was the consequence of those endeavors began by the BJP in Kashmir valley to supplant customary ideological groups like the National Conference.
Madhav has been in talks in person with many educated youth of Kashmir and promised to give them space and assurance to give an alternative of the National Conference and the PDP to from a political dispensation.
As indicated by senior BJP pioneers working in Kashmir, they need governance from the Center for few more months till the delimitation procedure is finished. "We are certain that by delimitation, the Jammu area will get all the more Assembly seats and our point of getting a Hindu Chief Minister in UT of J&K will be a reality," political observers in J&K opine. They say that there has been political separation with Jammu from the previous quite a few years and it will end very soon. "In such a situation, the new L-G of Jammu and Kashmir can easily deliver as per the roadmap handed over to him by the BJP Central hogher-ups to change the political scene in Kashmir," the observers feel.
The Center also appears exceptionally quick to initially finish the implementation of panchayat raj in Jammu and Kashmir. As per a senior official, L-G G.C. Murmu refused to conduct by-elections for 12,000 panchayat seats vacant in Jammu and Kashmir in the present situation. It appears that the new L-G will attempt to direct these by polls at the earliest opportunity and "develop another administration" from the grassroots.
